Watch Dogs: Legion is largely defined by it’s “Play as Anyone” mentality. Almost any NPC you walk by in London can be recruited. Each recruitable operative must first be swayed to join your side in a small mission that’s crafted around that type of character.

When Watch Dogs Legion says anyone is playable – they mean it. Even enemy guards and police are technically playable, but you’ll have to do a lot more work to get them to join your side.

Characters you profile can be added to a Contacts tab, at which point you can view how they already feel about DeadSec. Depending on their views, they may need a lot (or a little) convincing that your side is worth joining. However, if you engage in acts against them – or people marked in their relationships section – and they may eventually become aggressive towards DeadSec.

Once playable, you can swap to that Operative to take on whatever mission calls for their skillset. Be warned, if the Operative dies, they will remain dead forever. However, if an Operative goes down via non-lethal means, they have the option to surrender and be taken to jail for a determined amount of time – during which they will be unavailable to play as.

Once an Operative has joined your crew, you can assign them to one of three classes: Enforcer, Hacker, or Infiltrator. Each of these has a role to play in your missions across London, and will unlock related perks:

  • Enforcers are the type of operatives that aren’t afraid to get their hands dirty – they will get perks that let them wade into a firefight and make a few bangs. Unique Equipment: Sticky Mine. Specialization: Guns and Damage
  • Hackers are better suited to operating behind the scenes, when impenetrable defenses and heavily guarded places need a different sort of touch. Hackers are prime picks for using drones and electrical sources to bypass security and enemies alike to get the job done. Unique Equipment: Spider Drone. Specialization: Remote Control.
  • Infiltrators are all about getting into places where discretion is advised – and aren’t afraid to silently take out the opposition. Infiltrators can employ stealth and camo tech to get in and out of dicey situations. Unique Equipment: AR Camo. Specialization: Stealth and Melee.

Once an Operative has been assigned a class, they can choose from a list of Perks to take on that unlock at level 5, 10, and 15. Because of this, two different level 5 Infiltrators and have different starting Perks.

Below you’ll find a list of all known Perks we’ve seen on the recruitable operatives – divided up by class type:

Enforcer Perks
Insert Coin – Lethal Shotguns do extra damage but reduces range.
Explosive Rounds – ARs and LMGs fire explosive rounds.
Hacker Perks
Attract – Adds a new ability to Spiderbot to attract nearby guards.
Direct Control – Allows Operative to enter turret mode while controlling Spiderbot.
Spider Army – Allows Operative to carry and deploy an extra Spiderbot.
Infiltrator Perks
Crush – Can execute unblockable melee attacks while cloaked
Lunge – Can perform a longer range takedown when cloaked.
All-Seeing – Activating Cloak tags all nearby enemies and marks them.
Shockwave – Power Attacks will also stagger nearby enemies.
First Strike – Gain a lethal SMG weapon with a noise suppressor addon.

Even before you decide to recruit a potential NPC and make them a playable operative, you can find out if they are worth having by using your phone to reveal background info on their inherent traits.

Traits come in all sorts of variations – some are highly specific and best paired with certain classes, while others are more all around and can be used well in any situation. These come in both personal variants and team-boosting traits. Some may even have a combination of positive and negative traits for a tradeoff – and you’ll have to decide if the attributes are worth it.
