He is located at the Highroad Cross Site of Grace, which you can reach very early in the game by heading across the long bridge leading to Castle Ensis, and then going southeast along the upper cliffs.
Thiollier will remain at this Site of Grace until you’ve spoken with St. Trina in the Stone Coffin Fissure and then told him of her whereabouts. Following this event, he will be moved near St. Trina and will no longer sell his items. Sadly, this means missing the Deadly Poison Perfume Bottle during your playthrough will require you to either start a new cycle of the game or have another player drop the weapon for you.
